Overview & Synopsis

This report includes highlights of the adult education program in program year 1991, a forecast of the future of adult education, a list of workplace literacy grants awarded for 1991, adult education program level descriptions, a directory of state adult education personnel, and 10 tables detailing the following: expenditures and enrollments, participants by program level and gender, participants by population group and gender, participants by age and gender, participant characteristics, participant progress by educational level, reasons for leaving programs, participant outcomes/achievements, participants by class location, and local staff in programs. Highlights reported include the following: (1) during program year 1991, over 3.7 million adults participated in the state-administered adult education program available in the United States and its territories; (2) enrollment was up by 156,000 students over 1990 and was distributed fairly evenly among adult basic education, English as a Second Language, and adult secondary education; (3) part-time instructors constituted 87 percent of the adult education teaching force in 1991 versus 71 percent in 1980; (4) the number of volunteer instructors also increased dramatically (98,690 in 1991 versus 34,513 in 1985); and (5) 42 percent of adult education participants attended classes in elementary-secondary schools, primarily during the evening.
