Niger - Completion and Learning Review of the Country Partnership Framework for the Period FY2018-FY2023

Overview & Synopsis

This Completion and Learning Review (CLR) assesses the World Bank Group (WBG) Country Partnership Framework (CPF) for Niger for FY18-23, which originally covered FY18-22 and aimed to accelerate Niger's economic and social development by tackling growth constraints, unsustainable population growth, and drivers of Fragility, Conflict, and Violence (FCV), aligned to Niger's 2017-21 Second Plan for Economic and Social Development (PDES) and the 2017 Systematic Country Diagnostic (SCD). The CPF had three Focus Areas: Increased Rural Productivity and Incomes; Improved Human Capital and Social Protection; and Better Governance for Jobs, Service Delivery and Growth, with additional resources secured from the International Development Association (IDA) 18 Risk Mitigation Regime (RMR) to mitigate conflict risks, while the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA) aimed to enable private investments despite challenges posed by security risks and a weak business environment. During the CPF period, the WBG leveraged the IDA19 Prevention and Resilience Allocation (PRA) and other IDA Windows to scale up assistance in response to deteriorating security, the COVID-19 pandemic, and extreme weather that impeded agriculture and increased food insecurity, with the Performance and Learning Review (PLR) in 2022 subsequently extending the CPF through FY23.
