Overview & Synopsis

Ratings of the Cameroon Nachtigal Hydropower Project for Cameroon were as follows: Outcome was satisfactory; Bank Performance was moderately satisfactory; M&E Quality was substantial. Lessons learned and recommendations are as follows. A coordinated One World Bank Group (WBG) approach delivers strong value when a deliberate joint plan is established early and sustained through unified supervision and timely information sharing, with integrated use of guarantees, International Finance Corporation equity and debt, and Multilateral Investment Guarantee Agency risk insurance, especially when paired with credible sector reforms and strong government commitment. Sector financial viability is fundamental for successful independent power producer (IPP) outcomes; guarantees and credit enhancements cannot replace comprehensive and sequenced reforms on costs, losses, tariffs, payment discipline, and governance, which should be embedded ahead of large hydropower IPPs and informed by robust, forward-looking utility and sector financial analysis. Critical system components should be planned, coordinated, and financed as a coherent program; decoupling generation from associated transmission increases interface risks and can delay benefits, so schedules, responsibilities, and readiness conditions such as rights-of-way should be aligned upfront. For complex public private partnerships (PPPs), a structured high-level, cross-entity oversight mechanism with empowered decision makers should be instituted early to track and enforce critical actions. Environmental and social (E&S) management requires clear governance, dedicated resources, early and unified grievance systems, and close internal WBG coordination from the outset to avoid fragmentation and ensure timely, coherent supervision. Multi-lot engineering, procurement, and construction strategies demand rigorous interface management; projects should weigh integrated versus multiple contracts, ensure clarified responsibilities, strong owner’s engineering, and enforceable interface provisions. A credible, experienced sponsor is pivotal for bankability and execution. Mobilizing domestic capital benefits from targeted risk-mitigation instruments, early engagement with local banks, and a programmatic sector approach to systemic risks. Strong, sustained government engagement must extend beyond financial close to active implementation oversight, timely delivery of complementary network infrastructure, and steady reform progress. Early and continuous government advisory support across technical, legal, financial, and E&S dimensions should be secured and, where possible, embedded through a multi-phase programmatic approach. Finally, pioneering projects should be leveraged to build lasting institutional capabilities for future hydropower development.
