Overview & Synopsis

Ratings of the Atal Bhujal Yojana (ABHY)-National Groundwater Management Improvement for India were as follows: outcome was satisfactory, Bank performance was satisfactory, and monitoring and evaluation (M&E) quality was substantial. Lessons learned indicate that community-based participatory groundwater management (PGWM) can be scaled through mainstream government systems when reinforced by results-based financing, localized data, reliance on existing Gram Panchayat (GP) institutions, and alignment with ongoing schemes, offering a replicable model that can be integrated with rural drinking water source sustainability efforts. Community engagement is necessary but not sufficient; effectiveness increases when supported by regulatory frameworks, institutional accountability, and strong state oversight, suggesting future Program-for-Results (PforR) operations should incorporate governance and regulatory reforms as Disbursement Linked Indicators (DLIs). Scaling PGWM requires sustained, early-stage implementation support through institutionalized, multidisciplinary technical assistance at national and state levels to translate design into consistent field practice. Sustaining outcomes depends on durable institutions and monitoring systems beyond the Program period; future efforts should include explicit provisions for post-project operations and maintenance, and embed monitoring, planning, and accountability mechanisms within permanent institutions, recognizing that the most enduring legacy will be institutions, data systems, and governance arrangements rather than infrastructure alone. Multi-state PforR operations benefit from common operating systems, strong vertical and horizontal coordination, and sustained political commitment; early institutionalization of shared implementation structures, unified Management Information Systems (MIS), and verification architecture is recommended, while competitive state rankings and regular high-level reviews can strengthen performance, accountability, and interdepartmental convergence.
