Overview & Synopsis

The development objective of the Southeastern Corridor Road Asset Management Project for Liberia is to support efforts to enhance road connectivity along selected sections of the Ganta–Zwedru Road Corridor and to improve institutional capacity to manage the road sector, and this paper seeks approval for a second Additional Financing (AF2) in the amount of US$18 million equivalent from the International Development Association (IDA) to cover a financing gap in the project. The rationale for AF2 is to close the remaining financing gap required to complete Lot 1 (Ganta–Saclepea, 39 km), with no change to the project scope, Project Development Objective (PDO), Results Framework, safeguards classification, or implementation arrangements of the parent project. AF2 exclusively addresses the financing gap, with no new activities or project scale-up, and the additional resources will enable uninterrupted completion of works and associated supervision, thereby safeguarding achievement of the PDO and ensuring full functionality of the Ganta–Zwedru corridor. This approach directly responds to implementation experience under the parent project and the first additional financing (AF1), which showed that intermittent counterpart funding for Lot 1 led to work stoppages, delays, and increased implementation risk.
