Building Foundational Skills and Advancing Digital Transformation in Kosovo’s Education System
Overview & Synopsis
This presentation examines the key challenges and opportunities facing Kosovo’s education system, drawing on the World Bank’s Education Digital Readiness Assessment (EDRA) and international learning assessments. The analysis highlights persistent gaps in foundational learning outcomes and digital skills, with student performance in mathematics, reading, and science remaining well below OECD and EU averages, while only a small share of the population possesses basic digital competencies. Kosovo has achieved significant progress in connectivity and digital infrastructure; however, these advances have not yet translated into improved educational outcomes or a digitally mature learning environment.
