Uganda - Completion and Learning Review Validation of the Country Partnership Framework for the Period FY16-FY22
Overview & Synopsis
This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the fiscal years (FY) 2016-22. The originally approved Country Partnership Framework (CPF) for Uganda was for FY16-21. The Performance and Learning Review (PLR), dated April 2021, extended the CPF period by one year to FY22. The CPF was well aligned with the government strategy and corporate goals, and addressed the key constraints identified in the 2015 Systematic Country Diagnostic (SCD). The CPF was organized around three strategic focus areas: (i) strengthening governance, accountability and service delivery; (ii) raising incomes in rural areas; and (iii) boosting inclusive growth in urban areas - and six thematic objectives spanning economic governance, social service delivery, agricultural commercialization, resilience of the poor and vulnerable, the business environment, and access to urban services. Strategic alignment was strong, with focus areas grounded in the SCD and focused on addressing key poverty challenges.
