Technical Note: Poverty and Social Impact Analysis MDA Growth and Resilience DPO
Overview & Synopsis
The seven prior actions supported by this operation are assessed to generate broadly positive distributional outcomes, with benefits accruing disproportionately to the poor, informal workers, women, and rural households — the groups most exposed to Moldova's compounding vulnerabilities of energy dependence, labor market informality, restricted financial access, and rural isolation. Impacts vary in directness and time horizon across both pillars, but the series is designed as an integrated distributional package: DPO1 establishes the regulatory and institutional foundations, while DPO2 scales the instruments that determine whether those foundations deliver progressive welfare outcomes. Residual transition risks are real but mitigable through the complementary social protection, energy efficiency, and regulatory capacity measures operationalized under DPO2.
