Overview & Synopsis

This report examines the rollout of the Standardized Crediting Framework (SCF) developed under the World Bank’s Carbon Initiative for Development to address the transition gap between the Clean Development Mechanism and the Paris Agreement’s Article 6 carbon market mechanisms. Designed as a country-led, streamlined crediting system, the SCF was piloted in six low-income countries to maintain carbon finance flows for decentralized energy access projects while strengthening national institutional capacity. The report highlights significant achievements, including the issuance of millions of tones of verified emission reductions, mobilization of over 50 million dollars in carbon finance, and the expansion of clean energy solutions benefiting millions of people. Beyond financial outcomes, the SCF catalyzed the development of national carbon market ecosystems by supporting legal frameworks, governance structures, technical expertise, and registry systems. Its simplified methodologies and combined validation-verification processes reduced costs and implementation timelines compared to traditional mechanisms. Key lessons emphasize the importance of early legal anchoring, integration within existing national systems, and clear differentiation between crediting processes and Article 6 authorization to avoid delays. The report also underscores the effectiveness of hands-on, in-country capacity building and the need for streamlined governance structures to enhance efficiency. Looking ahead, the SCF provides a scalable model for country-driven carbon markets and a foundation for future initiatives such as ASCENT. Continued support is required to strengthen authorization frameworks, expand sectoral coverage, and operationalize national registries. Overall, the SCF demonstrates the viability of sovereign, high-integrity carbon crediting systems as a pathway for developing countries to access climate finance and advance their nationally determined contributions.
