Overview & Synopsis

This study examines the work of the Asia-Pacific Programme of Education for All (APPEAL) since its 1987 inception. Efforts to assess educational achievement at the local, regional and national levels in the Philippines are examined with a view to achieving universal primary education; eradicating illiteracy; and providing continuing education in support of the above objectives. Chapters include: (1) "Achieving Education for All"; (2) "Policy and Planning"; and (3) "National Policy of APPEAL." Statistical data are presented, showing that over 7 million adults 25 years and above have not completed primary education. Further statistics show a shortage of classrooms, basic equipment, and furniture. Suggested strategies to address the program goals involve compulsory and free primary education; gradual universalization of secondary education; and free tuition and textbooks to primary and secondary students in public schools.
