This publication is an account of a Seminar on the Development of Higher Education which was organized and financed conjointly by the Belgian Ministry of Education and Cultural Affairs and the Directorate for Scientific Affairs of the Organization for Economic Co-operation and Development. Presentations at the seminar centered around the problems of long-term development of higher education; the structural reforms in higher education; methods of forecasting the number of students; forecasts of manpower requirements; and the cost and financing of higher education.
