Strengthening the Cascade Model : Supporting Quality at Scale in School Safety Delivery
Overview & Synopsis
This process brief examines the cascade model used to deliver the PSSP through Tanzania’s government systems. The model has enabled rapid expansion and broad reach, but the evaluation finds that training and materials exposure weakens beyond directly trained actors and that important operational knowledge gaps remain. The brief identifies practical ways to strengthen the cascade while preserving its scalability, including more targeted support, role-specific and user-friendly materials, structured reinforcement and follow-up, and stronger feedback and supervision mechanisms.
