This streamlined diagnostic presents six priorities for Kazakhstan to transition to a high-income and low carbon economy, updating the analysis from the first generation Streamlined Country Diagnostic (SCD) prepared in 2018. The six priorities are organized in two pillars. Pillar 1 is, A More Competitive and Knowledge-Based Economy to Support Prosperity for People, which has the following priorities: (i) develop more competitive markets, (ii) strengthen macro-fiscal management and the institutional environment, and (iii) enhance human capital. Pillar 2 is Enhance Physical Capital for a Sustainable Low-Carbon Transition, which has the following priorities: (i) accelerate the green energy transition, (ii) strengthen connectivity, and (iii) develop climate smart natural resource management. The priorities should be inclusive of people and places, while climate change is cross-cutting. The priority areas identified should be implemented concurrently and with urgency to enhance productivity and promote a more equitable growth path.
