This presentation examines the importance of stakeholder and citizen engagement in improving governance, service delivery, and development outcomes in Iraq. It defines stakeholder and citizen engagement as a two-way interaction between governments, citizens, beneficiaries, and other interested parties that promotes participation in decision-making and strengthens accountability. The material highlights how effective engagement contributes to more responsive institutions, better development outcomes, reduced corruption, improved service quality, and stronger community participation. The presentation reviews the World Bank’s citizen engagement framework and presents practical tools and good practices across the engagement spectrum, including information campaigns, public consultations, focus groups, grievance redress mechanisms, citizen report cards, social audits, and participatory budgeting. International examples from Morocco’s Chikaya platform, Bahrain’s Tawasul platform, and citizen report card initiatives in Ghana demonstrate approaches for collecting citizen feedback and improving public service performance. Special attention is given to Iraq’s current regulatory and institutional environment for public participation, identifying gaps in consultation practices, access-to-information legislation, and citizen involvement in budgeting and policy processes. The presentation concludes with recommendations for strengthening citizen-centric governance in Iraq through legal reforms, improved complaint management systems, institutionalized public participation mechanisms, and capacity building for public officials and civil society organizations.
