This training presentation provides a comprehensive introduction to Results-Based Management (RBM), monitoring and evaluation (M&E), and results management throughout the project lifecycle. The material explains key RBM concepts including inputs, activities, outputs, outcomes, impacts, theories of change, results chains, and results frameworks, emphasizing how these elements support effective project planning, implementation, monitoring, and evaluation. Participants are guided through the design of project development objectives (PDOs), performance indicators, data collection plans, and monitoring systems that enable evidence-based decision-making and accountability. The presentation highlights the role of monitoring and evaluation in improving project effectiveness, managing risks, tracking results, and generating lessons learned. It outlines good practices for developing M&E systems, preparing project M&E manuals, ensuring data quality, conducting progress reporting, and integrating monitoring activities throughout project preparation, implementation, and completion. Special attention is given to the development of theories of change, results frameworks, and implementation completion reporting as critical tools for measuring development outcomes and demonstrating project impact. The course also introduces the new World Bank Group Scorecard, which measures progress across 15 development outcome areas aligned with the Sustainable Development Goals (SDGs), and explains how project-level results contribute to broader institutional objectives. By strengthening participantsβ understanding of monitoring systems, evaluation methods, and results reporting, the training aims to improve project performance, accountability, learning, and development effectiveness.
