The development objective of Enhancing Public Resource Management Project for Somalia is to strengthen accountability, transparency and institutional capacity in public resource management, across participating entities. This restructuring requires an additional financing of US$10 million from the Somalia Multi-Partner Fund (SMPF) and to restructure the project without changing the PDO, with the overall objective of improving operational efficiency and achieving better outcomes for the Federal Republic of Somalia and its citizens. The restructuring will prioritize activities already initiated and critical to delivering results, drop those not initiated or no longer feasible, and reallocate resources across components, including additional financing for key systems such as the Integrated Tax Administration System and the rollout of the Somalia Financial Management Information System (SFMIS) to Federal Member States, along with temporary support for existing systems. The results framework will be revised to reflect achievable targets within the project timeline, and the closing date will be extended by one year to allow completion of critical activities, while necessary amendments will be made to legal and subsidiary agreements. Overall, the additional financing and restructuring will sharpen the project’s focus on priority interventions, improve alignment between activities and expected outcomes, and enhance implementation performance. It will also support the sustainability of project investments, including institutionalizing professional training programs and establishing an e-learning platform for revenue staff, while a comprehensive evaluation and sustainability plan will be developed toward the end of the project period to guide future reforms. The project requires a closing date extension of one year from December 31, 2027, through December 31, 2028.
