The COVID-19 pandemic triggered major changes in the design of Brazil’s social assistance cash transfer system, with reforms that substantially expanded coverage and increased benefit levels, culminating in the reestablishment of the Bolsa Família Program (PBF) in 2023. This study assesses targeting performance, poverty impacts, and cost-effectiveness of the new PBF and its predecessor programs over the 2012-2024 period, using four alternative poverty lines. The results indicate that post-pandemic targeting performance remains as strong as in the pre-COVID-19 period, with a marked reduction in under coverage (exclusion) errors, while the poverty reducing effects of transfers have increased significantly. The cost-effectiveness of the new PBF is slightly lower than that of the program's original design, reflecting a modest increase in leakage (inclusion errors) and the introduction of a minimum per - family benefit of BRL 600, which weakens the link between household composition and transfer amounts.
