The development objective of Accelerating Governance Institutional Reforms for Sustainable Services for Republic of Congo is to increase efficiency of domestic resource mobilization and expenditure management with a particular focus on health and education sectors, and to strengthen debt management. This paper requires an additional financing (AF) of thirty million US dollars to complete the project activities. The AF and restructuring of the original financing of the Program would: (i) revise the Program Development Objective (PDO) to include an additional Result Area (RA) and add a PDO indicator on debt management; (ii) introduce three new Disbursement-Linked Indicators (DLIs), add seven Disbursement-Linked Results (DLRs), and delete one DLR; (iii) modify the targets for more impact in four DLRs; (iv) update the results framework; (v) update the Program Action Plan (PAP) to reflect new key reforms; (vi) extend the Programβs closing date, to accommodate new activities, by 18 months, setting a new closing date of December 31, 2028; (vii) update the Program expenditure framework; and (viii) reallocate funding across categories (existing DLRs).

Promoting growth and quality jobs is the overarching framework within which this CPF has been designed. All CPF outcomes contribute to expanding access to more and better paid jobs by addressing the key constraints that shape income growth and labor demand in Belize. Each outcome focuses on a distinct but reinforcing pathway, namely improving conditions for private sector investment, ensuring access to reliable and affordable energy, and strengthening the availability of skilled labor. The intervention logic under each outcome makes explicit how CPF engagements, through a phased and cumulative approach, translate into productivity gains, increased labor demand, and improved earnings over the CPF period.
